Definition:
An excused absence is an absence from duty authorized for administrative reasons without loss of pay and without charge to leave. The decision to grant an excused absence is a matter of supervisory discretion. Excused absence is commonly referred to as "administrative leave.

Common Uses (not all inclusive):

Blood donation
Occasional tardiness and brief absences
Taking examinations for an employee's present position
Voting and voter registration in limited circumstances
Veteran's participation in a military funeral
Attend meetings of professional organizations and other groups as long as it is determined that the Department or operating administration will benefit
Participation in DOT sponsored and administers physical fitness programs and visits to health units
Participation in volunteer activities sanctioned and sponsored by DOT
