Annual Employee Survey
Overview
All executive agencies are required by law to conduct an Annual Employee Survey (AES) to gauge employees’ perceptions of workforce conditions and management practices. The Department of Transportation 2007 AES was administered by the Merit Systems Protection Board (MSPB) between September 4 and November 2, 2007. A random sample of all DOT employees were asked to respond to specific questions relating to Personal Work Experiences, Recruitment and Development, Performance Culture, Leadership, Job Satisfaction, and Performance Assessment and Accountability. The questions on the 2007 AES closely correspond with questions asked on the 2006 Federal Human Capital Survey (FHCS). As you review the survey results, please note the definitions of the survey terms that are contained in the narrative. For instance, leaders are defined as an agency’s management team (this includes anyone with supervisory or managerial duties including supervisors, managers, and executives).
After the 2006 FHCS, DOT focused on the following areas: telework, performance culture, and leadership. We are pleased that the 2007 AES indicates we have improved in several areas that are important to DOT employees. While we are proud of the progress we have made, we still have some areas that need additional focus and look forward to continuing our efforts to make DOT one of the best places to work in government.
